Based on extensive research including visits to most health centres and facilities in Nunavut, Gregory Marchildon and I produced a comprehensive review of healthcare in Canada's newest territory. Nunavut: A Health System Profile provides an in-depth examination of population health and healthcare in the territory. 


The project, funded by the government of Nunavut also included an inventory of health services, health human resources, equipment and supplies. infrastructure, and medical travel in each of the communities. Because a circumpolar inventory did not exist at the time I adapted inventories from the World Health Organization to make it specific to the needs of northern communities. We were later sent by the government of Nunavut to Greenland to understand their health system.

I developed the conceptual model for patient safety in Canada as a roadmap for jurisdictions to ensure the policy aim that "Canada has the safest care in the world". The paper was guided by high-level leaders from across Canada representing patients, f/p/t governments, professional associations, regulators, health regions and legal expertise. In 2018 I was asked by the external evaluators to quickly develop the key policy concepts underscoring the report including Indigenous health, learning health systems, slow medicine, population health, etc. Each concept was written in plain English and included the Canadian angle. Called a "wiki of health policy" I am able to quickly understand health policy in Canada.
